Safety is our top priority at the Hot Springs School District. We are proud to announce the approval of our Hot Springs School District Institutional Law Enforcement Agency by the Arkansas Commission on Law Enforcement Standards and Training (CLEST), which will be directed by Chief Institutional Law Enforcement Officer (ILEO) Carl Seymour. Through our HSSD Institutional Law Enforcement Agency, we will continue to build on the implementation of safety and security measures in place across schools. We will also continue to work in full partnership with local and state law enforcement agencies, including the Hot Springs Police Department.


On July 24, 2019, Senate bill 383 became Act 629, allowing school districts to create their own on-campus police departments. After meeting a list of requirements, and with the approval and support of the HSSD School Board, Superintendent Dr. Stephanie Nehus and Officer Carl Seymour went before the Arkansas CLEST to have the district’s request reviewed and approved on October 10. The HSSD joins Jessieville School District as the only two in Garland County with institutional law enforcement agencies.


Additional Institutional Law Enforcement Officers hired in the future will work under the HSSD Institutional Law Enforcement Agency. Currently, we continue to have School Resource Officer Chris Shoemaker on staff through a Joint Use Agreement with the Hot Springs Police Department. Chief ILEO Seymour and Officer Shoemaker are both fully certified Law Enforcement Officers and can protect and serve our students, staff, and guests at all campuses to the full extent of the law.  Chief ILEO Seymour and Officer Shoemaker work on a daily basis to ensure that all schools receive a safety walk-through, assistance with traffic control, assistance with building challenges, and other duties as assigned. 


In addition to completing daily safety protocol, the duties of Chief ILEO Seymour now also include the development of Safety/Crisis Plans for each campus, the arrangement of safety training and drills for all staff members, the testing and maintenance of all safety systems and protocols, the eventual hiring and training of other institutional law enforcement officers in the HSSD Institutional Law Enforcement Agency, and general oversight of Institutional Law Enforcement Officer duties and training at the HSSD.
